Only appears to happen when camera is close to the craft...appears to be related to pulling in the near clip plane. It also appears to only be the foam which has the issue...not actual shoreline.

This appears to be related to the near clip plane and the depth texture. Depth texture results seem to change wildly depending on the value of the near clip plane. When adjusted dynamically based on camera position, the foam effect flickers severely since its relies on the depth texture. To work around this, we are using a static near clip plane distance again.
