As you can see in the flight view the twr is over 25 and the acceleraion is practically inexistent. The surface velocity is fixed at about 50m/s.

@AndrewGarrison it's a wip planet, I'll try to replicate it later in the stock system
I am not able to reproduce this is on my device, so I suspect it does have something to do with your custom planet, custom engine, or mods. I did notice that your device generated quite a few errors during the session.
@AndrewGarrison after testing this more I think I kind of know the source of the problem
I am using a modified ion engine with 1 efficiency both in atmosphere and vacuum so the displayed thrust and twr are based on the supposed push of the engine but the calculation inside the atmosphere caps the max speed of the ion engine. As soon as it passes the edge of the atmosphere the twr takes effect and shoots the craft really fast.
To make things even weirder the twr changes with atmospheric density but the mass and displayed thrust are constant
