You can transfer fuel while paused. In this instance at least, I noticed that fuel did indeed transfer while the game was paused.

You should make fuel flow faster. Maybe correlate it to maximum tank capacity. @AndrewGarrison

Dev Notes: TimeManager.Update is not called when the game is paused, so it retains its delta time from before it was paused.
