By default the wheels have motors. When using wheels as landing gear, it is undesirable for them to make unexpected torque.
There should be a "never" activation option for features that won't be used.

@AndrewGarrison There are ways to accomplish this I suppose. You could tie it to an activation group you never intend to use. You could XML Mod (or use tinker panel) a value of 0 as the input. I could see the the appeal though of just having a 'None' value in the input spinner for wheel motors.
