I tried to load in some base parts but they all were very overscale while still saying they were scaled regularly

If a structure is the child of another structure it will take its scale as the base scale, so if a parent is scaled "100,1,1" its children, even when showing a scale of "1,1,1" will be scaled "100,1,1". That's how unity deals with parenting, not the most intuitive, I know, but it is the industry standard.
