Air Augmentation

A minor change: have a rocket engine use the air as a part of the oxidizer if there is an intake that is unobstructed (ie: likely pointing up) and facing in the direction of the flight trajectory. This would be useful in SSTO applications, as well as designing historical rocket designs that never flew.
