just activate ag1 in flight the first hinge rotator will work but the second, third and fourth one will not work. i have set their input controller to AG 9 but only one of the four is working.

The hinges are properly attached but you have an attachment loop in the fuel tanks. If you check the Part Connections tool for fuel tank 31 you'll see the Bottom(Shell) node is connected to the Top(Shell) of fuel tank 35.
If you remove these connections the problem will be fixed, just hit the X button to the right of the connection.
