RCS rotation doesn't work after first stage

Steps to reproduce:
- build and launch a craft with at least two stages.
- after staging observe that RCS doesn't works on rotation mode.

NOTE: RCS still works on translation mode.

    Dev Notes: Easy to reproduce. After firing the second stage, the command chip reports that it has mono available but RCS no longer functions.
