[website] move the upvote button above the comments on post.

On phone (at least on mine) you need to scroll through all the comments to upvote a post. I know this might not seem like a big problem now because the biggest posts don't have hundreds of comments but maybe in the future when they do approach that size it would be necessary to move it.
