As far as I know there isnt a way to enable a noise modifier based on night or daytime. Adding a way to do so would make planets with city night light look not so bad during the daytime.
this could be done by adding two new symbols in the advanced settings tab, Labeled something like "NIGHTTIME" & "DAYTIME"
This sets the stage for living planets.
