Whenever I try to resume control of my boosters that I want to land, the game tells me that the craft is not resumable. I have a computer chip installed on the booster, and the primary chip of the craft is in its second stage. Could someone tell me why I am not allowed to resume control of my booster?

Yeah, there was a bug which caused command chips to not be resumable.
Should be fixed in the next update :)

If you have a sandbox with crafts that have command chips or command pods on them that are not resumable, then please submit a bug report.
I had a similar issue. My best guess is that you need something to supply the chip with battery power. Haven't tested though.
