As the wheel rotates the light changes the reflection direction and intensity, making the texture invisible in some angles

Dev Notes: I had to set the slow mo speed to 1/20th and then I could see that the center of the rim goes from textured to flat gray. My guess is the normal map is not perfectly straight in the center and it darkens as its normals point away from the light source.
