I think that you should be able to activate a part after it has been jettisoned, for example: when you jettison your boosters you could deploy their parachutes after they are sufficiently far enough away. When I Deploy the parachutes right as I jettison the boosters, more often than not they cause the boosters to collide with the rocket and blow up.

Unfortunately, we can't support this. You would have to put a command chip on those boosters as @JoshMan suggested.
