The small window that explains the name and/or function of the button or slider shows up after I remove my finger. For example, I tapped the fast forward button and a few seconds later (after I had removed my finger from the button and moved the camera view around) the hint showed up. Normally, the player has to hold their finger on the button to get the hint to pop up and it disappears as soon as the finger is removed.
