Even with all the biome colors set to a different color, some of the land still remains black. (Ocean Template)

Title says it all. All biome colors have been set to 0,0,255/0000FF or blue, but a lot of land isn't blue. This usually only happpens with the ocean template, but it can sometimes happen with the venusian template.
