Currently, all engines have a "Spool up" time, even solid rockets, and that isnt always what you want, for example: A launch abort system has to ignite instantly
My suggestion is more of a temporary fix, but there could be a XML property that controls the time it takes, a 0 spool up time would let the engine ignite instantly, for example.

    From personal testing the electric engine has a basically instantaneous spool up time
