In Designer Control settings I don't see any mention of panning (vs tilt/rotate view), but I accidentally bumped one of the buttons on my graphics tablet pen that is the equivalent to a right mouse button. It seems to do the trick but oh so painfully slow.
Maybe a sensitivity and hotkey option in settings.
Also, I should add that the purpose for me using a graphics tablet was a work around because of my mouse's poor performance, which was on a unifying receiver... and I just moved the receiver. Voila!
