Add a choice which allow using vizzy programs when the part is off. So that I can enable engines by vizzy programs in the engine. But it may cost more power.
I can do it by set power consumption to 0. But when it comes to career, every engine can't be enabled by this way.

I agree with this mostly but also think the real solution is script control separated entirely from part control. One should be able to pause, resume, and restart a script (reboot, power cycle, etc) all independent of the part it is on. Within the limits of available electricity of course
