In career mode, I can only make burn plans when I have a target planet/moon selected, and only when I click on the white spaceship icon showing the closest approach. When I enter the target moon's SOI, I completely lose the ability to start a burn plan. Clicking on the orbital path does nothing.
You need to unlock them first, the actual bug is being able to add a maneuver node in the first place through the planet target
