I finally discovered what that thing was pointing at, it's runway direction, only really useful for airplanes.
Make the white arrow in the designer point East when the craft is in rocket mode

It points in the forward direction of the launch location. For those that point east, the arrow points east.

That direction is not sensible for the Juno pad, the very first place you launch from.
