Move Part arrows (resizing) odd behaviour

1) When you zoom in/out, they disappear. Only when rotating or pan the view, they reappear.

2) As you hold down left or right mouse button to rotate/pan the view and at the same time zoom in/out, they constantly disappear and reappear with a constant bleeping.
