@AnotherFireFox The Part tag should be able to override attributes from its PartType tag. I think. You could try:
<Part autoActivateIfNoStageOrActivationGroup="true" />

We are planning to change it in the next update so that everything activates by default if it's not staged and not in an AG.

Sorry about that. You are correct that it cannot be overridden in the part XML. I'll try and implement that before the next update.
