removed apex engine to increase fuel tank size (center tank) but only went a little lower. will not budge even after restart. other tanks don't seem to have this issue as seen by the boosters

It looks like the center fuel tank is just a bit higher up than the side boosters. If you take the nose cones off the side boosters you can more easily see that they are the same height.
