Select the craft called "missiletest", aim up with slider 1 and stage to fire. Notice that
A: the control surfaces have no effect, even in roll, even when visibly deflecting
B: the missile should be aerodynamically stable (shown in image 2) even when out of fuel, yet it flips to the left. The wings are symmetric.

@WNP78 The reason this was happening is b/c we're auto-disabling wings under a certain size to help performance. I believe this was hold-over from before we had structural panels and people used a bunch of wings for non-wing purposes and it was hurting performance.
I've removed this check so all wings should have wing physics by default. I did add a property in the designer to allow manually disabling wing physics if someone wants to do testing or for some other reason disable wing physics.
