I set soem rocketengines as custoom RCS. it seems like the game doesn't want me to do that. Even if you put max yaw input for a minute, the angular velocity doesn't go higher than a certain level. It is not a problem of the engine: If you input negative yaw to make angular velocity smaller, it works fine.
