This engine has one of the highest exit pressures you can get on stock gamplay and the plume looks just a bit underexpanded
Another sandbox to show the problem. In this sandbox you can see how an engine with 2.62MPa exit pressure and one with 0.15MPa have almost the same underexpansion

Okay, truth be told, I did not read the paper, but I did improve the visuals so it's clear which is more under-expanded.
