[Website] Give Moderators ability to delete/lock forum posts that should go/already are posted in suggestions

The forum gets spammed constantly with suggestion posts, even suggestions that are already made. Give mods the ability to delete or lock these types of posts, as well as upvote lock them. This would point people more to the suggestions area so that suggestions actually get upvotes instead of forum posts.
