[Website] Give Moderators ability to delete/lock forum posts asking about "when will xxxxx version release"

During a beta round or right before a major update, the forum usually gets flooded with "wHeN wIlL tHiS rEleAsE oN moBiLe!!!" Please give the mods the ability to either delete or lock most of these posts, as well as upvote lock them. The community only needs one such post on the forum for information purposes, there is no reason to flood the forum with such posts, this would shield the community from flame wars and unnecessary forum arguments.
