Craft suddenly set to 0 surface velocity in air

Whenever I change the pitch of the craft via the nav sphere when its height is around 800m with a velocity of 60m/s, it gets stopped.

Launch craft on pad,
use nav sphere to change pitch,
notice that the craft is suddenly stopped
