The ISS is a space/orbit only spacecraft. It was built in space and can never safely land on earth. Allow the same in SR-2. For example, we could build the Discovery from 2001 Space Odyssey in the construction mod and then have the option to have it start in orbit, not be launched from the ground.
You can do with this custom launch locations. Just save a location in space and then use that as your starting location.
