The engine still works after the fuel tank empty. This let all rockets could run forever.

I think thats because you can explore any planet without crashing running out of fuel -

Launching a craft from planet studio has some 'cheats' enabled for the craft, such as infinite fuel. This allows you to more easily explore and test the planet while developing it.
