Whenever i launch my plane none of the control surfaces work, all of it is set to the correct inputs but it won't budge

The problem is that these are not wings. They are actually structural panels, which don't support control surfaces. I have fixed the glitch so you can't add control surfaces to structural panels anymore, but you'll need to replace your wing sections with actual wings parts, which you can find under the Descent category.
