This is because the game does not currently support XML modding a command pod modifier on a non-command pod part type. This craft has a <CommandPod /> modifier on the 1st stage engine mount skirt strut.

@AndrewGarrison yup, I've never encountered problems before with that procedure and is helpful to prevent the need of command pods for symmetry and such things, I'll be more careful in the future
