I ended up landing a booster from orbit onto the launchpad, and while I was firing my engines I noticed that engine smoke was appearing right in the middle of the launchpad despite the fact that I was nowhere near the middle.
Firing a rocket engine's anywhere on the large launchpad causes smoke to appear in the middle.

@liskers there are a couple of problems. The main one is performance, you could end with multiple particle systems being generated at the same time, you would also have to detect when you are above an structure and not the terrain and the effect is meant to be the result of a sound suppression system, which should only be present on the pads. I agree that having more generic effects for everywhere else would be nice

@pedro16797 Wouldn't having launch steam engine smoke appear anywhere, rather than just on launchpad/landing pad solve this issue? Or is that in some way impossible/impractical?

We wanted to have more flexibility in custom launchpads, so we had to move to a structure-based approach, which doesn't allow for craft tracking sadly. It would be ideal to have it but we think having a more flexible solution for custom systems is the best approach.
On the bright side, If you travel to Florida there's plenty of smoke. Although I don't actually live in Florida...
