Hard Mode (CAREER) Inconstant engine's behavior (part 2)

2-Inconstant behavior: Like the Realistic overhaul mod (ksp), engines are unstable and can deactivate, stop gimbaling, stop responding to throttle imputs or can even explode.
I let you, devs, try to complete and tweak this part as you feel if you want to implement it.
