Bigger Paint Palettes + savable custom palettes

We need more paint slots - I find myself running out for every new rocket I build.

Paint palettes should have a save option, the resulting saved palette would be universal so that you could load it into another designer. Note that it does not automatically apply the colors, just gives you the exact colors and sub-settings.

these are not separate posts bc they should be implemented together and anyone who likes one idea will appreciate the other
