You can remake this by whatever interstage and whatever condition.
I want to use a structural interstage, not detaching one. Make it not-activatable should do this.

This is also the case with landing gear which extends after loading the craft loads in, if the ‘start extended’ option is disabled and the activation group is set to none. @AndrewGarrison
Since the xml editor has been incorporated to the stock game now, this "bug" can easily be removed by setting the autoActivateIfNoStageOrActivationGroup (under config) to false.
