I was able to darken it. Turns out it was using alpha blended, not additive.

@AndrewGarrison What if you change particle brightness?
Additive particles turn white if they're a white with low alpha if I remember it right, making them black will cause the superposed particles turn black, same for gray. -

Thanks! I ended up just turning them off at night. They are designed in such a way that no matter how dark they are when they are drawn on top of each other they will always turn white. It's the nature of an additive particle shader.
