I have VSR turned on - VSR causes things to run in higher resolutions than the monitor supports. The benefits of doing this is that you will end up with a much nicer image than if you didn't use the VSR.

I am trying to run SR2 in 4K but when I choose 4K and save the resolution and leave the settings it immediately reverts back to 1080P.

Doing a little tweak made it go into exclusive full screen - super res now works but it's awkward when switching to other apps.

Also I would like to mention that I cannot see my own bug reports under newest bug reports. Is this in itself a bug?

This issue happens to me too. The problem seems to be that when fullscreen = true is passed to Screen.SetResolution, it uses FullScreenMode.FullScreenWindow, which does not work if the desktop is running at a lower resolution. Instead, it would work if you passed fullScreenMode = FullScreenMode.ExclusiveFullScreen (although only when it's needed, because full screen window is more convenient when switching apps or using dual monitors).
