When you get close to the Droo Space Centre (in 10km)from the orbit, the buildings will start to flash quickly, like the photos attached here.

As of now, I'm going to reject this post because this shouldn't be an issue in the 0.9.6 branch. If after updating to the new branch once it goes public you are still experiencing this issue please report it again.
