Props do not regain ability to work in atmo

Props create thrust initially when it atmosphere. Upon leaving they do not create thrust as expected. Upon re-entering the atmosphere of Juno and spinning up to max speed, the effective thrust is 0.0. Seems like there is a bug there does not turn on atmospheric effects for propellers once the aircraft reenters atmosphere.
