If you detach the capsule in this save and deploy the parachute, it doesn't actually slow down. The parachute does nothing.

I was not able to reproduce this. Deploying the parachute slowed the craft from about 60m/s to about 31m/s. The parachute is designed to slow a command pod down to safe landing speeds. This craft has a mostly full fuel tank and an engine so it doesn't slow down quite enough for a safe landing.
