When I turn off AG8, load into the system, do a test flight, exit system, make a tweak with the craft (not related to any AG), poad back into the system. AG8 then turns back on.

Okay, I looked into it and if AG8 has an empty name, then its name will automatically be set to Landing Gear and set to activate. You can get around this by simply giving it a name and then it will retain your setting to stay deactivated on start.

@GSSLaunchNetwork That's very helpful. Thank you. Also, I did want to mention that It might be easier to select the command chip via the Search Parts panel rather than repositioning the view inside a fuel tank.

@AndrewGarrison I did try using "Edit Action Groups" as you will see in the video that should now be on unlisted.

@GSSLaunchNetwork Video is private. Did you try using the "Edit Activation Groups" flyout panel that I mentioned in my comment below? AG8 is active by default on start.

Are you sure it is AG7? When I load the craft I see AG8 - Landing Gear is activated, which is the intended behavior. This can be modified by selecting the primary command chip in the designer and clicking Edit Activation Groups from the Part Properties flyout.
