Well, rather they extend on the pad immediately, before launch. These are the legs on a sub-assembly (lander), that sits upside-down on top.

I'd love to show you the leg properties but I don't know how to include the part settings in a screenshot within the game, and I also can't seem to be able to link a screenshot from outside.

But it's added to the 'landing gear' group, I've disabled auto-activation, and disabled 'start activated' as well. Thanks

    Sorry; I'm still having problems with this.

    I've tried and set the group to be initially inactive on the rocket; didn't help.

    Then tried to set the group inactive on the lander module as well (separately loading the module and saving the new subAssembly), then deleted/re-added the part to the main rocket.

    But it's still doing the same; all 3 legs open on the launchpad.

    Also switching the group on/off (even repeatedly) does not retract the legs. Although this is logical, now that I think about it; it's being controlled by another command disc within the subAssembly.

    The AG for the legs is active, that's why they are activated at launch
