Parts call RebuildCraftStructure multiple times

• Select a solar panel array
• Open Part Properties and change its Rows from 3 to 4
• Notice that RebuildCraftStructure is called 3 times (one for each symmetric part)

This also happens with the Wheel and Piston parts.
