Look to be frank rocket engines should be able to fire fine underwater since they rely on their own self-provided oxygen source and if a bomb can go off underwater so can a rocket engine. Also I'm only asking this cause how else am I suppose to launch my big beautiful boy?
My big beautiful boy.

Plus a long bubble trail, we could make submarine launched missiles and rocket torpedoes that would look really cool.

It would make sense for certain engine types like solid, Hydrolox, Kerolox and what not, but the less powerful fuels wouldn’t be able to ignite underwater, but this would make a whole lot of sense
