Launch a craft, go to map view, stage and set throttle to 100%, the engines start but produce no thrust.
Go to flight view and the craft will instantly function correctly. Go back to map view and it will still work as expected.

I can't seem to reproduce this, engines are functioning properly for me even when staged and throttled entirely in map view.
Have you got any more advice on how to reliably duplicate this issue?

@HellFireKoder I was just sharing a bug file to nathan about planetstudio and remembered this just 1/2 an hour ago, tried to replicate it and I wasn't able, but yesterday I was able to replicate the issue multiple times. I may have changed the procedure, but the issue was certainly there
