What color system does SR2 use for gas giant color bands?

I am trying to make a custom gas giant, but I can't figure out what color system is used for the color bands. There's a few references to HSV in the XML file, but the color values are laid out like this:
(0.1,0.1,0.1,1)
And HSV doesn't have 4 values.

So what is it?
