How do I limit my rover's top speed to not more than 5-10 m/s. Both torque and rpm are set to lowest. Also, what do sideways and forward traction do.

Yeah wheels are too powerful. You could make the torque lower with XML, and there also might be a max rpm option in XML i don’t remember. Or use vizzy to use very little throttle. More traction is so your wheels don’t slide/skid
