Level 2 can give orders to lvl 1, but they are not in charge.

Lvl 2 Officers:
Level 2 Officers are in charge of Lvl 1 and 2 staff.

Level 3 consists of captains. They are high ranking, but they are not the highest.

Lvl 3 Officers:
Level 3 Officers are in charge of Lvl 1, 2 and 3 staff.

Level 4 consists of promoted level 3 Officers. They are 2nd in command.

Level 5 consists of Commanders. They run the program.
